Holistic Early Childhood Development

Rupani Foundation Afghanistan’s Agah Walidain, Informed Parents (AW-IP) program delivers measurable Early Childhood Development outcomes in some of Afghanistan’s most fragile and hard to reach communities.

Grounded in the First 1,000 Days, from pregnancy to age three when brain development is most critical, the program aligns with the UNICEF/WHO Nurturing Care Framework and Rupani Foundation’s global ECD strategy.

AW-IP takes a holistic, family centered approach, combining play based early learning, responsive caregiving, health and nutrition guidance, and women’s livelihood opportunities. Services are delivered through community owned ECD centers, village to village mobile ECD trucks, a flagship Nihal ECD Center, and women led private ECD enterprises, ensuring access across Wakhan, Ishkashim, and Kabul.

By embedding parenting education, vocational skills development, and climate resilient practices, the program improves school readiness, household resilience, and women’s economic participation. To date, AW-IP has supported 2,788 children and engaged thousands of caregivers, creating sustainable, scalable impact for children, families, and communities.

Community Based ECD Centers

11 community owned ECD centers established in Wakhan. 1,000+ children currently enrolled. 1,300+ caregivers (mothers, fathers, grandmothers) actively engaged. Longest running and most stable ECD coverage in remote mountain communities.

ECD on Wheels

Serving 8 remote communities in Ishkashim. Reaching 850+ children annually. Supporting 1,700+ caregivers annually. Ensuring ECD access in areas where permanent centers are not feasible.

Nihal ECD Center

1 flagship ECD center established in Kabul. Rapidly growing enrollment of children and caregivers. Serving as a replication and training model for RF supported ECD initiatives.

ECD Enterprises

Women entrepreneurs supported to establish and manage ECD centers. Income generating opportunities created for women educators and caregivers. Expanded private sector ECD access in urban and peri urban areas.

Skills Development, Employability, and Digital Livelihoods

Rupani Foundation Afghanistan (RF) delivers market-aligned vocational, technical, and digital skills programs that equip youth and women with the competencies needed to succeed in the labor market, start micro and small enterprises, and build sustainable livelihoods. All programs follow structured, approved curriculam aligned with local and national market demand, ensuring that skills translate into real economic opportunities. Training integrates entrepreneurship, innovation, and financial literacy, enabling participants to compete in both traditional and digital markets.Through this approach, RF contributes directly to inclusive economic growth, poverty reduction, and community resilience,in alignment with national development priorities and international development frameworks.

Nihal ECD Center

The Nihal ECD Center serves as a flagship and learning hub for RF’s early childhood programming in Afghanistan. It demonstrates RF’s global standards in quality ECD delivery, combining early learning, caregiver education, nutrition and wellbeing awareness, and workforce development for ECD facilitators. The center functions as a model for replication, training, and continuous improvement across RF-supported ECD initiatives.

Women-Led Private ECD Enterprises

In line with RF’s global priority on women’s economic empowerment and leadership, the program supports women-led private ECD enterprises. Women entrepreneurs receive training, mentorship, and technical support to establish and manage sustainable ECD centers. This model expands access to quality early learning while creating income-generating opportunities for women, strengthening household resilience, and embedding ECD services within local economies.

Child Care Provider Training Program

Informal caregiver or parents training program

The accepted child care organization will have a director and 3 teachers participate, in the program

Complementary home visits to help parents create a conducive learning environment for children

Free early learning kits and home-based educational materials

Access to wraparound services like medical, food, legal, and job-relatedresources

Networking opportunities with other informal caregivers / parents

Program requirements for child care providers

Directors must attend at least one orientation session to learn about the program and the selection process

Selected staff and directors must agree to attend the full training course (12 hours in total)

Teachers must have worked at least 12 months at the child care center or home-based provider

Teachers must have at least a high school diploma

Teachers must demonstrate a strong motivation to learn and a clear commitment to improving child care development

Program requirements for informal caregivers / parents

Informal caregivers are defined as those who provide care for children ages 0-8 for a minimum of 10 hours a week

Applicants must be at or below 85% of the State Median Income (SMI)

Applicants should have children aged 0-8 years

Applicants must agree to attend the full 4-hour training session

Must reside in a community within one of the eligible ZIP codes.
